7. Polls close at 8 PDT

which is 11 EDT, and preliminary results can be released starting then. The election doesn't officially close until all the mail-in ballots are returned (typically 3 days after election day, but I believe they have longer this time due to covid and post office delays) and all provisional ballots are processed - which can last about a month.

Then it depends on how close the vote is. If the vote on question 1 is heavily skewed one way or the other they may have a general idea by about 8:30 or 9. If it's close - well, every network wants to be the first so I think it will be CNN within 2 hours (Karnacki on MSNBC will be having too much fun with his new electonic board to want to stop).

provide the number in the system. I'm trying to say, they will have enough information to do the maths and make reasonable estimates about the totals.
