Eight states and territories set new highs for seven-day averages in cases or deaths, according to NBC News' tally. Alaska, Guam, Kentucky, Vermont and West Virginia each set new highs for seven-day case averages. Florida, Guam, Idaho and Mississippi set record highs for average daily deaths during the week.
Nationally, new cases have started to come down from their midsummer levels, with new cases down 6 percent over the last two weeks. But several states are still experiencing increases, with Maine where cases are up 56 percent over the last two weeks now the top of the national hot spot list.
