The long hours of childcare, dealing with parents, respecting laws, dealing with children that may come sick; all of it is taxing financially, physically and emtionaly.

So where is the money going? That's why the politicians phrase is "affordable quality child care." In Connecticut in the '70s there was movement among some friendly companies of on campus child care subsidized by the companies, but they dropped that when the bean counters decided it wasn't "affordable" to the companies especially when employees who didn't need the service complained they got no benefit from it. Since then, like everything in American business it's your child, your responsibility. I don't think we can go forward as a society that values the work of both men and women without coming to terms with such an essential need.
