I'm trying to second-guess which corrupt reason McConnell has for voting against the debt ceiling'
My guess is that either he's trying to get the Dems to burn a reconciliation vote or setting up a rationale to blame the Democrats if he gets back in power and finishes nuking the filibuster.

The full answer is "three per budget year" - One each for taxing... one for spending... and one for the debt ceiling.
Because those three things are often interrelated, they are often combined into a single package.
But budget years are not the same thing as calendar years - so it's possible to have a second bite at the apple in a calendar year if you wait until October for the new budget year to begin... which means that you use it again until October 2022 (which is more difficult because it's just weeks before the election).
To directly address your underlying question - The currently proposed reconciliation does not include an increase to the debt ceiling. So that could still be done in addition to the $3.5T spending bill being debated. Democrats absolutely could increase the debt ceiling without a Republican vote... but that's what McConnell wants.
