(9,822 posts)That should be the starting place; then figure out which pavement to maintain, and which to replace with trees, houses and productive enterprises.
Eliminate the hierarchical thoroughfare classes in favor of two: roads (high speed, limited access, safe) and streets (low speed, unlimited access, safe.)

Just maybe not by big out-of-town developers whove been extracting money from communities for the past 75 years.

Yea I suppose they could squeeze houses into existing spaces. But that's going to make congestion even worse.
In this era of Covid and social distancing. Not many people want to live close together.
