On horseback who are taking you and others around you into custody, how would you prefer they contain you and encourage you to move quickly- by using whips or hitting you with long reins?

I'd pick a typical crop over long reins any day.
That being said, if the people refuse to move after being commanded to verbally, the Border Agent should do nothing, just sit there, literally for days and nights on end if necessary, on the back of the horse ... verbally imploring the people to 'see reason and move along' of their own accord, with 0 physical cajoling under any circumstances.
Actually, they should just set up a camp together, agents and immigrants, roast a havelina on a spit over an open fire, have some cervezas, then pitch tents and just chill until everyone's ready to move.
Obviously.
