"Rods of God" took inspiration from a 1950s science fiction story with a then-purely theoretical space weapon called "Thor" (y'know, the guy with lightning and the hammer). It was basically a weaponized meteorite.
The idea resurfaces periodically, including in a 2002 Rand Corporation study. I'm not sure if the "Rods From God" name comes from that or some earlier toying with the idea. The Rand version explored using 1-meter-long tungsten rods dropped from orbit as bunker busters, relying entirely on the kinetic energy from their fall instead of on some sort of chemical or nuclear explosion. The verdict was that it's doable, but there are practical limitations and just hauling those things into orbit is more expensive than even the Pentagon is willing to take on.
DEW stands for "directed energy weapons", in other words lasers, particle beams, and other ray-gun stuff. While those are under development and testing, the idea of them doing what this clown says is still the stuff of fiction.
