In 1962, the Texas state legislature passed the following resolution to address the rampant problem of "anti-American" textbooks. They wanted textbooks to "emphasize ... our glowing & throbbing history of hearts and souls inspired by wonderful American principles & traditions."

Trying to envision the rubric one would use here.
Excellent: Shows strong understanding of the role of throbbing in American history
Developing: Shows some understanding of throbbing, but not forcefully enough
Failing: Fails to grasp the historical significance of throbbing.
