It probably would not stop the investigation.

Investigators and prosecutors are likely considered - or can be designated - essential employees. If so, their work would continue. It doesn't affect members and Senators and I don't believe it affects all congressional staffers because they're paid out of a different part of the budget.

I don't think the shut down will stop the investigations.

But from past experience, key Congressional staff continued to work and prosecutors and investigators in criminal investigations are considered essential and worked without pay (although they did eventually receive back pay).

I'm not sure what will happen this time if there is a shutdown - it will be interesting to see.
