how to help manchin "see the light"

right now the 2 biggest coal producing states are wyoming and west virgiina.

have the EPA issue a new rule imposing a strict crackdown on the movement of coal above a certain amount. west virginia produces almost 2x as much coal as #3 pennsylvania. wyoming more than 3x as much as that.

pick a number that is around Pa's states production. and either impose giant fees on the excess or block its delivery out of state....
