From those quotes he never actually said they needed to be passed together, just that they needed to be separated.

Manchin is INCREDIBLY deliberate in what he says and what he doesn't say.

That's two tracks. That's how I interpret it, at least. Like I said, he's parsing his words VERY finely, but he's not actually contradicting himself.
