I guess having a strong central government allows them to look beyond the financial impacts. At least to a bigger degree than we seem able to.

We have this problem because tRump and his evil RepubliQons are placing political power over national good, and in tRump's case personal greed. Many of them have sold out to Big Money.
Democracy is UNDER ATTACK because true fair democracy is a defense against killing each other and killing others around the world.

... in the near future (10 years). More competitive because of green certifications.
China is aiming to own the market for green infrastructure, like photovolataics and batteries. Forcing your domestic economy into the future is hard short-term but pays long-term.
USA -- take note.

The US drove basic industries like smelting and refining, chemical feedstock manufacturing, etc., out of the country decades ago.
They now have the technical and managerial workforce to compete in the most sophisticated technologies and businesses.

dozens of cars long, maybe a hundred to a train, headed for the ports to ship to, I assume, China and India.

Ive seen oil trains and have heard of several accidents since they seem to follow the big rivers for at least part of the way. I imagine a coal train accident would be a lot less newsworthy so I probably wouldnt hear about it.
