I have no doubt that Nancy will know the outcome of any bill she calls to a vote. If she brings it to a vote and it fails, it's because she views it's failure as useful to her, perhaps as a direct lesson to the corporate dems who seem eager to renege on their earlier deals, that they can't get their half a loaf without progressing on the reconciliation bill.
Much like the MAGA crowd, that group has gotten their way for a long time without suffering any consequences, maybe they need to be reminded that negotiation is a two-way street.
