To me that represents a very serious lack of critical thinking and an unhealthy obsession over other people’s bodies. The AT4 is a single-use rocket; once it's fired the tube can't be reloaded and it's considered merely a "spent round". There's no inherent legal issues in owning or even carrying one, any more than carrying around a spent shotgun shell, assuming it was properly taken from the military - they're not uncommon to see in military surplus stores for a few hundred bucks.

That said there could be a general "making a scene/disturbing the peace" violation here, and any twatwaffle edgelord carrying one should absolutely be smacked down for it, but it's no more an actual weapon, neither legally nor practically, than a three foot PVC pipe.
