4. There was no doubt it is legal. The size of the Supreme Court is up to Congress.

And Congress has several times changed the number of justices on the court.

at the time it was set. Now there are 13 circuits and a MUCH larger caseload.

There is ample reason, political considerations aside, to make changes to the court, increase the numbers to allow more cases to be heard and to do away with conflicts of interest by simply not seating justices on panels where they would have personal considerations.

Also, it is FAR past time to make rules with regard to the ethics of accepting gifts from people and organizations who will be arguing before them.

Aren't the cases heard by all the justices? If anything, it would seem that adding more justices would make each case take longer as more justices would be asking questions

multiple panels.

So, say 21 justices triples the number of cases heard (3 seven judge panels) with the additional bonus of being able to simply not seat justices on cases where there might be even the appearance of improper influence.
