14. Apparently in NY a law enforcement official can issue a misdemeanor

summons without any input from the state's attys office in the same way a police officer can issue a traffic ticket without the DA signing off on it. That's what happened here. Some local sheriff decided to issue a summons. The local state's atty office said they don't know anything about it. Gov. Cuomo has a date to appear in court in November. It will be up to the local state's atty to decide if the case goes anywhere.

This is very difficult, but a little person like you probably cannot entirely understand it.
