6. This reminds me of negotiating a union contract with management.

There was a national contract, but then local offices would negotiate local contracts.

I negotiated for the union in various local offices.

So, I would get an agreement with local management, everything good, then we'd break for the day. The local manager would call his boss, tell them what we worked out, then come in the next day with a totally different position, and all the agreements we had made would be undone. His boss (which is against the rules) had apparently nixed the deal.

I wonder who Manchin is calling? There seems to be an unseen negotiator that Manchin is reporting to.
