"SNIP.....

“After months of strenuously stating he wouldn’t budge from a $1.5 trillion maximum price tag for Democrats’ climate and safety net plan, Sen. Joe Manchin (D-WV) acknowledged he had, in fact, agreed to a $1.75 trillion figure during an appearance on MSNBC,” Politico reports.

That's misleading. He's acknowledging that he had agreed to 1.75 T as a number berni_mccoy Nov 2021 #1

But he’s since said he doesn’t support provisions in the current bill being drafted.

Will he vote for it is the important question.

This article headline makes it sound like he will support the bill.

He had been saying that we were going to have to get down to somewhere between $1.9-$2.2 - but then the framework was announced at $1.75. It was pretty clear at that point that Manchin had agreed to come up slightly, but not to the level that Biden had been hoping for.

As you say - it would be a mistake to label this as agreeing to any specific measures. It's also clear that he isn't going to just accept a claim that a particular bill is actually within that limit... nor that even a bill within that limit (without "gimmicks" ) would get his support - since there were specific components that he opposed regardless of what they scored at.
