Only one Democrat, U.S. Rep. Barbara Lee of California, spoke in opposition.

“They say insanity is doing the same thing over and over again and expecting different results, well for 60 years we have been squeezing the Cuban people thinking that if we starve them just enough it will somehow lead to democracy,” Lee said. “It’s long overdue to support policies that truly help the Cuban people. We should have an honest debate about a new Cuba policy that talks about and supports real human rights for the Cuban people.”

The way I read it, it was a protest vote in that we should not be doing meaningless gestures but rather take concrete steps in regards to Cuban policy.

I guess on one hand, it was going to pass by a wide margin so it's not like it was going to be blocked but on the other I'm not sure I really agree that going against something like this is at all productive for Dems... Much the opposite. So while I get the concept, it was a bad move by all Dems who voted against it.

I think the idea is that if the US is only going to do symbolic gestures, it is better to do nothing... Or another way, they only want to vote for things that will do real change.

At least... That is my interpretation of one statement.

Rep. Jim McGovern, D-Mass., defended his vote. He said the resolution failed to acknowledge the role the U.S. plays in contributing to the "suffering" of ordinary Cubans, he said in a statement that he tweeted.

The U.S. maintains a decadeslong embargo on Cuba that is a central part of its policy with that nation.

"We can defend the right to peaceful protest and remove restrictive U.S. policies that add to the economic pain experienced by the Cuban people. It is hypocritical to denounce the former while failing to fix the later. For these reasons, I voted no on H. Res. 760," McGovern stated.

It will be fodder for the Repubs to condemn the Dems as the word "socialism" is already in play.

However it was a strong NO Vote.

supporting the Cuban people that does not address those issues is rather an empty gesture.


“H. Res. 760 states that Cubans took to the streets to protest a worsening economic situation, shortages of food and medicine and the denial of freedom of expression. I agree,” said Massachusetts Democratic U.S. Rep. Jim McGovern, a longtime opponent of the embargo. “We can defend the right to peaceful protest and remove restrictive U.S. policies that add to the economic pain experienced by the Cuban people. It is hypocritical to denounce the former while failing to fix the latter. For these reasons, I voted no.”
