I don't think he wanted to risk a Senate loss - he sees himself as a presidential candidate. All the same, Sen. Hassan will have a good chance to coast to reelection. Kelly Ayotte is incredibly stupid and won't be a threat if she runs.
This also counters the relentless drumbeating media narrative that all is DOOM, DOOM, GLOOM for Democrats - hard to square that narrative with a huge recruitment failure like this.
