Democrats aim to dramatically reshape childcare, preschool

Largely overlooked amid the fights on Capitol Hill over immigration, drug pricing and paid family leave, Democrats' plan to transform how the nation provides early childcare stands out as one of the most expensive and sweeping provisions of their $1.85-trillion social-safety-net bill.

Costing $390 billion, the proposal would provide all 3- and 4-year-old children with universal access to pre-school, the largest expansion of free education since high school was added about 100 years ago. It would also subsidize the cost of childcare for the vast majority of parents with a child under 6.

Together, the provisions would convert early childhood education and childcare in the U.S. from a private, disparate network that favors the wealthy into a taxpayer-funded system that could ease the burden for millions of working mothers and low-income families. Democrats are beginning to focus on the childcare provisions as a generational change that will resonate with voters.

“This is the stuff of legacy,” said Melissa Boteach, a vice president at the National Women’s Law Center. “When you reconceive of childcare as a public good, which this bill does, you understand that it's unaffordable for parents. And providers are already earning poverty wages. The way you crack that nut is by large-scale public investment.”

This is properly levelling the playing field.

Meaning your child no longer will be educated by a Religeous ideology just to have a pre-k/k progranm, unless the parent chooses it.

This now removes religion, or biased ideology based school, or a parent being forced to use a barely affordable, advertised private education system just to give their child a preK/K start.

It moves K/preK into the public school system, where laws against predjudice or bias are in place.

The foresight put into this policy changes so much & in such a broad way.

Nowadays most families rely on 2 paychecks because there's no other way to balance the budget and keep food on the table. I agree with everything you say, it makes perfect sense.

For all the Republican talk against (for example) Obamacare, nobody's really pining for the days when coverage could be denied for a pre-existing conditions. There is one and only one party that did away with that, and it's the Democrats. There is no Republican, living or dead, who can truthfully claim to have voted for the Affordable Care Act, and now the pre-existing conditions denial is simply taken for granted.

Democrats should be up front about why child care and preschool improved, and that's because the programs were changed for the better by Democrats, with a smidgen of Republican support.
