The three judge panel all appear to be Obama appointees. Two are women, at least two of the three are African American.

The stay was to be expected. If they allowed the records to be turned over, it would have rendered an appeal of right to be meaningless. This is the ultimate rocket docket, with a very favorable panel. Trump will undoubtedly ask for an en banc hearing if he loses, but that may be expedited, too.
