When he went to New Orleans in the wake of Hurricane Katrina, iirc. I counted (yes, really) more than 40 times he did it then. He wasn't doing the "coke jaw" thing he'd been doing, so I thought maybe they'd changed his meds or something.

It means he is nervous and engaged in willful deception.
