Why did he do it? We have no idea. I can hypothesize all day. He thought it would relax him. Something outside the scope of the meeting was on his mind and he felt the need. He does it a lot.

I can’t imagine him doing it on purpose in front of others unless he had no judgment or wanted to destroy his career and become the butt of infinite jokes.
