if MAGA is in charge of fire prevention, they would dismantle fire stations because there isn't a current fire.

Fits exactly with your fire department analogy. That's all fire departments do. They're there in case something happens! Good thing!
Also, this "great businessman" must be unaware of how insurance works, and that almost all big companies have functions that are for "things that come up". They're called troubleshooters.
