The Filibuster...Part II

I don't really understand the procedural details, but they circumvented the filibuster and got the debt ceiling increase by tacking it onto another bill. I suppose that allows the GOP to raise the debt ceiling, avoiding default and still oppose raising the debt ceiling to save face.
