Congress should whip up an aid package for Kentucky and take immediate votes on it.

Put the Republicans on the spot.

If they vote against it, make hay out of it, including ads naming names of those who vote against it.

If they vote for it, tout it as a bipartisan agreement and effusively thank the Republicans for cooperating with Democrats and supporting a Democratic bill.

FEMA assess the situation, and if beyond their ability to help, they go to Congress with a request for specific actions.
