It's possible that it's not MSNBC but the cable company instead.

I had one of the evening shows streaming on my Samsung tablet and my phone at the same time. Both on HULU. Both in sync. I observed different commercials at the same time. When the show resumed, both were the same again. My table was using my home WIFI and my phone was using VERIZON cellular data.

Unfortunately, you do not understand how cable advertising works.
There is time built in to the ad blocks for the local cable company, or streaming service, to sell advertising.
It is unfortunate that you believe MSNBC sold the space and that you have persuaded others to believe the same false thing.
