debated the amendments, the 2nd amendment was about the State Guard and the National Guard.

One of the complaints about the American Revolution, is that the militia weren't good shooters. The framers wanted the militia to be better shots so they even described the concept of the militia meeting 1 weekend per month to practice improving their aim.
