I think it means she can't log in to her account, and couldn't post even if she did; or else the account is completely gone.

Unfortunately, nothing prevents her from setting up a new account, but she wouldn't be able to say that it's her new account — that will get the new account banned.

So if she chooses to participate on Twitter at all, she's forced to be a bottom-feeding troll, which is entirely appropriate.

On edit: I see she still has access to her congressional account, @RepMTG.
