I was watching MSNBC and Jamie Rasking stated that the breach of the Capitol was part of the plot to overturn the election where that would be the reason to activate the National Guard. He didn't say whether this was his belief or he had evidence.

3. The people who were behind the planning and funding of the coup, the people who gave orders to the militias, the people who planned how to overthrow a duly elected government.

Raskin went on to say that it doesn't matter how many people in groups 1 and 2 they arrest if the people in group 3 are not held accountable.
