so I don't understand exactly what you are asking. What would they do to stop him, exactly?

Why is their permission required? Are they that powerful in Arizona?

in compromise for the sake of party unity than some of the self-described "moderates".

What I know of Representative Gallego raises no concerns for me and I doubt that anyone will actually seek to prohibit him from tossing his cap into the ring, especially in Arizona.

AZ is kinda conservative. I think Gallego is a good fit. He seems no-nonsense and practical. Sinema is too erratic.

I'm observing that Justice Democrats and Our Revolution have a tendency to run candidates against Democrats they seem to think are insufficiently progressive, and Ruben Gallego, while a certain improvement over Sinema, may not be seen as a "real" progressive in their book.

He will be somewhat conservative, but not erratic like Sinema.

Sinema seems to have some mental health issues going on.

I don't think an OR or JD will win in AZ. Sinema's 2018 primary challenger was with them. She lost big time.
