FMCSA=Federal Motor Carrier Safety Administration. It’s the branch of the Department of Transportation responsible for commercial trucking.

FMCSA defines truckers as either interstate or intrastate. Interstate truckers operate in more than one state; intrastate truckers operate in a single state. At the present time 18-year-olds are authorized to operate intrastate. You must be 21 to operate interstate. The proposal is to allow 18-year-olds to operate interstate as part of a driving team with a 21-year-old driver.

Since the current law states that an 18-year-old driver cannot drive from Lewiston, ID, to Clarkston, WA (less than a quarter-mile between them) but can drive from El Paso to Port Arthur (over 800 miles), I find it a bit hard to object to this proposal.
