You nominate someone who is the most qualified, and preferably young enough to remain on the court for a long time - you don't do it to stick it to the opposition, that's just stupid.

The President can nominate whomever he wants. However, he is unlikely to nominate someone who was nominated by a former President but not confirmed by the Senate at that time.

Instead, he will nominate someone who is a contemporary figure and young enough to serve for many, many years, and who can be confirmed by the Senate.

He will not make this nomination based on anything other than those things. So, he will not nominate Anita Hill.

A president shouldn't nominate people for the Supreme Court to make a statement or get revenge. You nominate the best, most qualified person. Anita Hill has never been a judge, among other things..
