I watched Rachel and it seems that it was a spoken agreement, not in writing.

don't the fisherman all cluster their boats around the Russian submarine to give it a safe escort out to sea?

Because otherwise the sub is going to be bombed by U.S. fighter jets which Paul Ford has managed to scramble?

That's my memory of the movie. It was the heartwarming version of this.

There is a tense standoff between the fishermen and the Russians. A big crowd of the town citizens gather to watch.

Kids have climbed to a nearby church tower to gawk. An American toddler falls from the church tower and one of the Russian sailors rushes to save the him. It was a dangerous job but he did it without thinking about his own safety.

The town's people are so grateful they escort the sub out of the harbor and the Air Force fighter jets who were scrambled just fly off. The pilots are not going to start bombing American fishing boats and leisure craft.

It is a good movie.

I completely forgot about the child watching the brink of a shooting war from the great height of the steeple, and the feeble guardrail breaking through, sending him dangling.

It is the moment when everyone forgets their tribal fears and prejudices and focuses on a single point of humanity.

From the same screenwriter who gave us It's a Mad World and Guess Who's Coming To Dinner.

It connected everyone with a sense of humanity, and put things in a new perspective.

Even the Russian sub commander, angry and foreboding, became focused on his crew member saving the child. And he responded emotionally to the danger and to the American people cheering and thanking the Russian sailor who saved the child.

I have been watching quite a few WWII movies in the past months. And it is always amazing to see moments of utter humanity connect people in such profound ways.
