Yes it's definitely someone trying to carve out a guaranteed seat for re-election. This is why incumbents should have no input in the District mapping process. The maps must be drawn up by people who cannot run for the seat that's being created or maintained. The same thing has been happening in Pennsylvania (where I live) and most other states as well.
There's too much at stake in these District maps, and it's always to the incumbents' advantage. We usually see the R's being sneaky and outright EVIL about it, but the Dems have done it too. We need to recognize that incumbency itself is its own temptation.
