There are TWO sets: those that apply to non-wealthy, Democratic working people, people of color and women (esp women of color) - which are most if not all of them -- and those which pretty much don't apply to billionaires, corporations (which are people dontchaknow), and white male conservatives - like Trump, Matty Gaetz, etc. Every once in a while a well-to-do creep gets nabbed: Cosby, Epstein (finally after decades), Pharma-Bro Shkreli, Bernie Madoff, etc. But on the daily, the laws - especially when we have a gish-gallop-lawbreaking-style criminal (breaks so many of them so often we can't keep up with it all) like Trump breaking them daily - just don't apply to SOME people. And especially it seems, THAT person.
