If Putin moves in 1st, its Sanctions & bloodshed.

If Sanctions come 1st, it's Putin's excuse to invade.

Regardless, Sanctioning Putin into total economic collapse will happen at some point.

the troops are on their own territory or have authorization to be on somebody else's territory (Belarus) and have not done any cross-border damage beyond those boundaries, you can't really punish them for that.
