Though he did invade Poland, he was convinced England and France would not go to war over it. When war came he capitalized on the Allies slow response and utilizing new methods of war he managed a long run of victories. But he stepped in doo doo when he invaded the USSR. He thought it would be another lightning war and was unprepared for what he found there.

He stirred up hatred and resentment in Germany until he had a ground swell of support.
Putin is not so popular in Russia, he rules thanks to his oligarchical thugs and voter suppression.
