If both sides respect the rule of law, like liberal democracies, they resolve disputes through peaceful means.

Russia is an "illiberal democracy," better termed a competitive autocracy. Elections are held, but they are neither free nor fair. Putin openly rejects liberal democracy. He speaks in the name of the people, and citizens who don't agree face imprisonment, exile or death.
