He's been rumored to have a neurological, degenerative condition, possibly parkinson's, and also possibly cancer. He's always been a tyrant, capable of atrocities, but if he is sick it gives him more incentive to go out with a bang. Not that I think he's ready to die, but that mentality of the school shooter, feeling they were treated unfairly, wanting to show strength, taking revenge on others because of that, it seems he's acting like that. Threatening nuclear consequences, and possibly germ warfare, is absolutely aggressively nuts.

I think the only way that either the US or Russia would ever go nuclear would be if a force were invading into one of their own countries. Case in point, we killed 300 RUssians in Syria and they didn't do shit. The Russian Ambassador to Turkey was executed on live TV and they did nothing, the Ukrainians are killing Russians left and right, and they aren't launching nukes at Kyiv.
