Rubio trying to lower public calls for action by playing in to the Putin is crazy narrative.

Russians elites aren't interested in having an actual lunatic in charge and if he were they would remove him and put somebody else in charge to maintain their power. Its not like Russians are all that concerned about norms or a constitution.

Cause he is dying. If that's the case, he has likely already decided to go further than Ukraine. My guess is every non NATO country will have an attempted invasion if Ukraine falls. He will stop to establish defenses and an assault on NATO, and likely attack us. Our only hope right now, as long as NATO does not get involved, is that Ukraine beats Russia.
