Netflix wont carry the 20 Russian free-to-air propaganda channels that they could be required to host under Russian law.
In December 2021, Netflix was added by the Russian regulator, Roskomnadzor, to its register for audiovisual services because the SVOD reached over 100,000 subscribers. Consequently, Netflix is theoretically required as part of a law known locally as the Vitrina TV law to distribute 20 must-carry free-to-air Russian news, sports and entertainment TV channels.
The channels include Channel One, NTV and Spa, a channel operated by the Russian Orthodox Church. Channel One is understood to be aligned with the Kremlin and likely to broadcast Putin propaganda, Variety understands.
Given the current situation, we have no plans to add these channels to our service, a Netflix spokesperson told Variety.

Netflix needs to pull out of Russia - AND Ukraine - If Russia is successful.
The register applies to streaming services available in Russia with at least 100,000 daily users. Such a categorization will require Netflix to broadcast streams of 20 Russian federal television stations including Channel One, NTV, and a channel run by the Russian Orthodox Church, Spas, according to the Moscow Times via Politico. This requirement will only be applicable to Netflixs services in Russia; it is estimated that the platform has approximately 1 million national subscribers.
Netflix did not immediately respond to IndieWires request for comment.
Channel One is closely linked to the Kremlin, with President Putins allies like top spy Chief Sergey Naryshkin and Putins first deputy chief of staff Alexey Gromov on the board of the station. Per Politico, Gromovs responsibilities include overseeing the production of state propaganda and Moscows broad program of censorship. He had previously served as Putins press secretary.
