Turkey foreign minister Mevlut Cavusoglu spoke on the decision today, reported Turkeys state news agency Anadolu, saying:
We implemented what Montreux says, and we will do so from now on. There has been no request for passage through the straits until today.
Interesting, so Turkey is making both Russia & NATO go "cold turkey" when it comes to the use of the Black Sea

permitted & even if they could that ocean isn't a good place for submerged operation.
