They say, on day one, presidents are told they can do this or that, but they also can't do that or this. So someone does monitor. But my sense is the testing of those limits was never more than incidental prior to the ascension of TDFG.

I don't know if the US inteligence folks were giving TFG wrong data, but I do not believe they were giving him any real or significant data. They knew who he was in 2015. Hell, they knew he was taking Russian mob money in the 1990s.
