The Russians had been shooting at the firefighters. Someone gave an order to stop that. And while it might have been the local Russian commander, it's more likely it came from higher up.
I honestly can't imagine Biden NOT sending a blunt message to Putin about what would be done if the Russians created a nuclear catastrophe at that plant, one that would cause serious harm to NATO countries.
