Where is the notion Ukraine wants nuclear weapons coming from?

They had 3,000 nuclear weapons in 1994 and gave them up in return for Russia agreeing to respect their sovereignty and the world coming to their defense if they didn't. Russia, the Unuted Kingdom, France, and the United States are signatories to what came to be known as the Budapest Memorandum On Security Assurances. It was an exemplary example of nuclear non proliferation.
