They would be an effective weapon against Russian tanks and other military vehicles. They're relatively cheap, simple and small -- and effective.
There is the issue of digging them up after Ukraine wins, but that's a small price to pay for freedom.

and waters are mined but otherwise pretty hard to mine areas where tanks share the road with people literally living in a combat zone or trying to flee.

By the Russians, not the Ukrainians. The report was a warning to watch where you step.
