They should broadcast a comedy show into Russia
I heard that the BBC is resorting to short wave radio into Russia. VOA should broadcast Russian standup or a Russian comedy news show with stuff that would be forbidden in Russia and so funny, that it creates buzz, and people spring for a short wave radio.
Just straight news is only going to get the truth out to a certain segment, but forbidden comedy... you're going to get a lot of listeners, and the Russian government can't stop it.
