And Ukraine's published a number to call and very explicit instructions on the route to take so that the captured Russians' mothers can come to Ukraine to retrieve their sons.

Basically, "Come here, we'll let you take your babies home."

Of course, it's pointless. We all know Putin's Ruskomnadzor won't let it stand, to the extent that they *can* yank it from the 'Net. Maybe in China.... But Russian censorship was always permeable to clever, small-scale penetration. (The klunky name is a typical Soviet-style clip-blend for "Russian communications overseer"--how Orwellian is that? ... At least those who believe a government overseer is necessary for tv, radio, and the 'Net in a free society had a ready-made name for their govmonitorg.)
